The Board decline to start a matshed until the building is started as they think the risk of fire should not be incurred a day longer than is necessary.
I have been much impressed with the devotion and interest shown by these educated men in these unfortunate cases and with the enormous change for the better in the condition of the patients who a few years ago were treated as prisoners and sent to gaol and if violent kept in irons.
The amount proposed to be given yearly to the Board is not a very large sum and will settle our Chinese lunatic question once and for all.
As I can now say from personal experience that the patients are well and properly treated and every endeavour made to alleviate their trouble and that the money will be carefully and economically used I have no hesitation in strongly recommending this question of yearly grant for his Excellenxy's most favour-
-able consideration.
We must either build an asylum for Chinese lunatics here or send them, through the Head of the Canton Police, to this Asylum and I think the latter course is the better one. In any case we must soon come to some arrangement with this Hospital as even if we select to build our om it will take years as against their months and meanwhile these lunatics are accumulating ond
